The number of new people seeking help from Milwaukee's homeless services system is growing faster than the number of people exiting shelters and other forms of emergency housing.
Roughly 14% of those exiting Milwaukee's homeless services system in 2025 immediately transitioned into temporary or permanent housing. In most cases, the reasons for clients' departures - and their destinations after exiting shelters and other housing programs - are unknown.
