Both of Wisconsin’s federal district courts have received record numbers of habeas petitions from ICE detainees over the past year.

Monthly filings in the Western District briefly exceeded those in the Eastern District this winter as immigrants arrested during ICE’s midwinter operation in Minnesota’s Twin Cities challenged their detention at the Douglas County Jail in northern Wisconsin, one of several Midwestern county jails that contract with ICE to hold detainees.
