Time to first ruling
Dozens of immigrants in ICE custody have turned to the Eastern District court to challenge the mandatory detention rule. Most judges issued their first rulings within two months. Chief Judge Pamela Pepper waited about six months before issuing her first ruling on the Trump administration's mandatory detention policy, granting a Nicaraguan man's habeas petition filed in December.
